Huang <br /> 30636 E. Carter Road <br /> Farmington,CA 95230 <br /> RE: Abating fly problem at 24553 S.Olive Rd. Complaint ID#: C00021374. <br /> Dear Mr.Huang: <br /> In response to numerous complaints, San Joaquin County Environmental Health Department (EHD) conducted an <br /> inspection August 26,2004 at the above referenced location. The complaint referenced excessive flies on the property. <br /> The results of the investigation confirmed the presence of excessive flies, fly breeding(maggots), and accumulation of <br /> chicken manure/sewage on the property. <br /> Based on these observations, it is determined that you are in violation of the following County Regulations: <br /> San Joaquin Local Health District Regulations,Section 6,Disposal on Premises: All animal and bird manure shall <br /> be removed at least once every seven days utilizing one or more of the following methods: <br /> 1) Removal from premises and disposal by burial in an approved sanitary landfill <br /> 2) Removal from premises and disposal by thin spreading upon land areas as fertilizer, in such a <br /> manner as to avoid creation of a nuisance. <br /> 3) Removal to orchard or other specialized farming land and disking into the soil on the same day <br /> as deposited. <br /> On August 27th,the EHD met with you and Mr.Charles Harris at the property to further evaluate on how to correct <br /> these violations. It was understood that effective immediately,the following shall be conducted: <br /> 1) Insecticide be applied to kill off all adult flies and all fly breeding areas(including the septic tanks). <br /> 2) Contaminated soil shall be spring toothed and either removed,or temporarily relocated to an area on the <br /> property of higher ground to be adequately covered. The soil shall then be disked into the adjacent <br /> orchard after harvest. <br /> 3) Provide tight fitting and secure septic tank lids. <br /> On August 30th,the EHD met with Mr.Harris at the property to perform a follow-up site visit. Mr.Harris indicated <br /> that an insecticide was used to kill of the adult flies and larvae. He also indicated that new lids for the septic tanks <br /> were being made. As a result,the fly population appeared to be reduced but was still a nuisance. Also,the chicken <br /> manure was still present and has not been spring toothed or removed. <br /> As a follow-up,this notice is being sent to inform you that the measures taken so far are not adequate and that you are <br /> still in violation. <br /> To further resolve this problem,you are hereby directed to do the following immediately: <br /> 1) Continue to apply insecticide to kill off all adult flies and all fly breeding areas(including septic <br /> tanks). <br />
