D., M.P.H., Acting Health Officer
304 East Weber Avenue, Third Floor • Stockton, CA 95202 cq;FORaP
209/468-3420
JULY 2, 1997
JENKINS POULTRY D
RICHARD JENKINS G
PO SOX 752 v
RIPON CA 95366
RE: 19171 MELLO RD
RIPON CA
On June 30, 1997, as a result of several complaints concerning fly breeding at the above
referenced poultry operation, an inspection was conducted by a representative of San Joaquin
County Public Health Services, Environmental Health Division (PHS-EHD).
The inspection revealed that fly breeding existed in the ponds used for disposal of the manure.
A copy of the inspection report is attached for your reference. Please be advised that fly
breeding is a violation of San Joaquin County Ordinance Code sections 8-5100 and 5-2400.
Section 8-5003 of the San Joaquin County Ordinance Code designates vectors as a public
nuisance. Section 8-5100 makes it a violation to maintain a nuisance. Section 5-2400 and the
Rules and Regulations under this section outline the parameters for the removal and disposal of
animal waste.
Therefore, in order to abate the violations noted in the above paragraph, you are hereby
ordered to take immediate action to restore the ponds at this facility to a condition which
will prevent the creation of a nuisance and/or odors. In addition, to avoid repeat
violations of this nature in the future, you are also ordered to properly maintain the ponds
at this facility on a regular basis to prevent the creation of a nuisance and/or odors.
A reinspection will be conducted in seven days (7) to determine compliance with the above
order. Failure to comply may result in legal or administrative enforcement action.
If you have any questions regarding this matter or wish to discuss this letter in more detail,
please contact Linda Turkatte, Senior REHS, at (209) 468-3441.
Karen Furst, M.D., M.P.H.
Health Officer
Linda A.
