Robert McClellon [EH]
From: Robert McClellon [EH]
Sent: , November 18, 2013 2:33 PM
To: 'Charlene.Herbst@waterboards.ca.gov'
Cc: Donna Heran [EH]
Subject: Olivera Foods 944 Bowman Road French Camp CA
Attachments: DSCN1076.J 082.JPG; DSCN1083.JPG; DSCN1086.JPG; DSCN1089.JPG; DSCN1090.JPG
Charlene, I left you a message reg g ed a complaint from Tony
Necetti (209)482-6969 and John Gish (209)470-3786, on 11/15/13. The complaint allegations were that the secondary
lagoon contained liquid from the egg laying operation and that the operator Mr. Edward Olivera had dug holes in the bottom of
the lagoon to dissipate the liquid. I arrived on 11/15/2013 in the afternoon. I spoke with Mr. Edward Olivera regarding the
water in the lagoon. He stated that the liquid was from an over flow of the cooling system. The water was brown and
brackish. The liquid had an odor. Mr. Olivera stated that the holes were dug on 11/13/13 to help dissipate the liquid. The
depth of the holes were 3 to 4 feet deep and 3 feet wide. There were approximately 20 holes. I directed Mr. Olivera to close
the holes and discontinue the practise. The lagoon floor is the same as surrounding ground level. The lagoon is not a
lined. The depth to ground water is appraximately 14 feet. I also wanted to mention that Mr. Olivera is currently removing
manure sludge from the primary lagoon. Mr. Olivera is stockpiling the manure onsite. I have some pictures attached. I am
referring this to your department. Please let me know if you need anything additional from me or would like to meet on site.
Robert
Robert McClellon, Program Coordinator REHS
Environmental Health Department
1868 E.
