Collier Road Acampo, CA 95220 RE: Improper Disposal of Manure and Fly Breeding Mr. Scheu Recent verified complaints pertaining to the improper handling and disposal of chicken manure from your ranch and excessive fly breeding have caused the necessity for this letter. On approximately May 4, 1996 you started spreading manure from 10710 E. Collier Road onto property owned and farmed by Mr. Morehead on Collier and Sowls Road. Mr. Moreland did not start discing the manure into this soil until May 29 , 1996 even though he assured me on the phone that he would start discing on May 24, 1996 . The responsibility for the proper disposal of the manure when taken off site lies with the permitted facility and the recipient, which is Mr. Moreland in this case. San Joaquin County Solid Waste Rules and Regulations requires the manure to be disced under within 24 hours. The fly breeding is in violation of San Joaquin County Ordinance Code, Section 8-5100 and 5-2400 . In the future as part of proper manure management you are required to submit in writing a letter to this division and signed by the property owner, indicating where this manure is being taken and that it will be disced under within 24 hours in accordance with the regulations.
