Lockeford, Ca. 95237 <br />I. Problem: Fly and Odor Complaints <br />II. History: Environmental Health Division (EHD) records on this facility date back <br />to 1980. In this same year the EHD initiated permitting requirements for all poultry <br />layer operations with 12,000 or more birds. This activity was necessary to address the <br />increased number of fly and odor complaint. <br />Since 1987 the EHD has received 33 complaints alleging odor and/or fly problems <br />associated with the operation of this poultry ranch. Since April of this year the EHD <br />has received 13 complaints regarding the facility. This condition resulted in nine <br />inspections of which five were justified. <br />On September 1, 1992 a letter of noncompliance was issued by the EHD to the <br />permittee. (Attachment 1) This notice outlines violations and. requirements to bring <br />the facility into compliance with the ordinance code of San Joaquin County. <br />A reinspection was made September 24 1992 at which time the operation was found <br />to be in compliance. No fly breeding was found. Two additional inspections were <br />made after that time which found the facility in compliance.
