All Exempt Site permits must be renewed annually. Below are the Exempt <br /> Site Permit Conditions as approved by the San Joaquin County Public Health Services <br /> Solid Waste Hearing Panel: <br /> 1 . Provide to the Environmental Health Division (EHD) for approval a Soil <br /> Amendment Analysis Report. This report will consist of at least a minimum of: <br /> soil characterization, waste characterization, ash tonnage, type of crop and <br /> agronomic rates, and a description of how the ash benefits the soil. <br /> 2. In the event ash is applied during any year, annual soil testing shall consist of <br /> EPA 9040 - pH or another method as approved by the Deportment of Toxics <br /> Substance Control, Title 22 - metals, and silica testing. The minimum amount <br /> of soil samples to be tested will be determined later by the Environmental <br /> Health Division. <br /> 3. Ash is to be stockpiled no longer than 72 hours. If the ash is covered it shall <br /> be stored no longer than 45 days unless authorized by EHD. It shall be stored <br /> in a manner so as not to create a health hazard. <br /> 4. When ash is applied upon the soil, it shall be disced into soil immediately. <br /> 5. Provide to the EHD a winter plan for approval. This report shall describe how <br /> the ash will be handled during the wet weather. <br /> 6. Provide to the EHD for approval a management plan. This report shall include <br /> how the stockpiled hazardous waste ash located at Wadham Energy, Inc. shall <br /> A Division of San Joaquin County Health Care Services 10 <br />
