WASTE DISCHARGE REQUIREMENTS <br /> CITY OF TRACY <br /> WASTEWATER TREATMENT PLANT <br /> SAN JOAQUIN COUNTY -5- <br /> D. <br /> 5_D. Sludge Management: <br /> 1. The Discharger shall maintain an approved Sludge Management Plan and operate <br /> according to that plan. This plan and any revisions shall be reported to the Executive <br /> Officer and EPA Regional Administrator at least 90 days in advance of the change. <br /> 2. The Sludge Management Plan shall deal with collected screening, sludges, and other <br /> solids removed from liquid wastes and these wastes shall be disposed of in a manner that <br /> is consistent with Title 23, Division 3, Chapter 15 of the California Code of Regulations <br /> (CCR). <br /> 3. Use and disposal of sewage sludge shall comply with existing Federal and State laws and <br /> regulations,including permitting requirements and technical standards included in 40 <br /> CFR 503. <br /> If the State Water Resources Control Board and the Regional Water Quality Control <br /> Boards are given authority to implement regulations contained in 40 CFR 503, this Order <br /> may be reopened to incorporate appropriate time schedules and technical standards. The <br /> Discharger must comply with the standards and time schedules contained in 40 CFR 503 <br /> whether or not they have been incorporated into this Order. <br /> 4. The Discharger is encouraged to comply with the State Guidance Manual issued by the <br /> Department of Health Services,titled Manual of Good Practice for Landspreading of <br /> Sewage Sludge. <br /> 5. By 1 August 1996, the Discharger shall submit an updated Sludge Management Plan. <br /> The Plan must describe the annual volume of sludge generated, incorporate the sludge <br /> sampling and monitoring requirements of 40 CFR 503, and provide the specific <br /> handling/management procedures followed at the WWTP. <br /> E. Receiving Water Limitations: <br /> Receiving water limitations are based upon water quality objectives contained in the Basin <br /> Plan. As such they are a required part of the permit. However, a receiving water condition <br /> not in conformance with a limitation is not necessarily a violation of this Order. The Board <br /> may require an investigation to determine cause and culpability prior to asserting a violation <br /> has occurred. <br /> The discharge shall not cause the following in the receiving water: <br /> 1. The concentration of dissolved oxygen in Old River to fall below 5.0 mg/l. <br /> 2. Oils,greases, waxes, or other materials to form a visible film or coating on the water <br /> surface or on the stream bottom. <br /> 3. Oils, greases, waxes, floating material (liquids, solids, foams, and scums) or suspended <br /> material to create a nuisance or adversely affect beneficial uses. <br /> 4. Chlorine to be detected in the receiving water. <br />
