Mr. Verma 0 2 0 3 March 1995 <br />other than BTEX (diesel, bunker, or unidentified heavier- than- gasoline fractions) may be used <br />gnly in admixtures with asphalt. <br />Before removing soils from the treatment facility, please submit to us a technical report on the <br />proposed disposal uses of these soils. There shall describe the intended site of reuse, indicate <br />the depth to ground water, and provide an engineering geological description of the site soils so as <br />to indicate their permeability. The manner and specific location of the intended use of the <br />hydrocarbon soils, and documentation of the construction standards, including compaction, shall <br />be provided. <br />Your Waste Discharge Requirements (VVDRs) Order 94-216, Provision C.11, requires submittal <br />of a complete closure plan for the land treatment facility by 1 December 1994. The closure plan <br />is now overdue. Therefore, we request that you submit with the technical report on the intended <br />sites of reuse, a schedule and workplan for confirmation sampling and clean -closure of the facility <br />as specified in WDR Order 94-216, Finding 13 and Discharge Specification B. 16. <br />The technical report on the proposed reuse locations must be approved by us before soils are <br />removed from the facility at the Tracy airport.
