Gt,4 OF TRq CY <br />IT <br />Y OF TRACY2 <br />Utilities Division <br />3900 Holly Drive Telephone: (209) 836-1650 <br />9 ,IyCORpO¢p'S�q' Tracy, CA 95376 Fax: (209) 836-0932 <br />Sept. 13, 1994 <br />SLUDGE PRE -APPLICATION REPORT TO THE <br />REGIONAL WATER QUALITY CONTROL BOARD <br />CENTRAL VALLEY REGION ON 1994-95 OPERATIONS AT THE <br />CITY OF TRACY SLUDGE LAND APPLICATION SITE <br />WASTE DISCHARGE REQUIREMENTS AND <br />MONITORING AND REPORTING PROGRAM NO. 91-160 <br />This report is to satisfy pre -application reporting Waste Discharge Requirements (WDR's) <br />for the City of Tracy's (City's) sludge land application site at K&L Farms, San Joaquin <br />County. It contains information on soil and sludge monitoring, as well as plans for <br />application of sludge during the fall of 1994. Items in the report will be numbered to <br />correspond to numbered items in the WD's. <br />Field Characterization (5) <br />Sludge is to be applied to fields 7 and 8, as numbered on Figure 2 of the Sludge <br />Management Plan (SMP). Alfalfa will be grown on these fields. EPA 503 pathogen <br />analyses are being performed on sludge drying beds. If the results of these tests meet the <br />Class A requirements, we will desire to apply sludge to almonds grown on field 19. <br />Sampling and Analysis Plan (1) <br />Sludge samples were analyzed from each sludge drying bed for the nutrients and <br />inorganics, excepting the metals. Each of these samples was a composite sample of four <br />subsamples collected at locations indicated on the attached map of our sludge drying beds. <br />Subsamples from each of these samples were composited into one sample for analyses for <br />metals and PCBs. The samples were collected on August 11, 1994. <br />The EPA 503 regulations require that six samples be collected yearly from the sludge. <br />This is because the sludge accumulated in our beds this past year will amount to a disposal <br />of more that 2000 tons. Additional representative samples from the sludge cleaned from <br />our beds and stockpiled will be collected at the time of application. <br />Sludge produced this year and sent to the beds is being sampled from the sludge stream <br />discharged directly from the digesters to the sludge drying beds. An average of these <br />numbers will be used for the metals estimates when we apply next season. <br />
