HEALTH <br /> _ <br /> rs <br /> Mr. John Baker <br /> Utilities Director <br /> City of Tracy <br /> 3900 Holly Drive <br /> Tracy, CA 95376 <br /> APPROVAL OF THE ONE TIME SLUDGE APPLICATION AT THE K & L FARMS/NEW JERUSALEM <br /> AIRPORT SITE, CITY OF TRACY, SAN JOAQUIN COUNTY (CASE# 0090) <br /> We have reviewed your Sludge Management Plan (July 1990) which proposes a <br /> demonstration project this fall and long term sludge application on 2000 acres <br /> at the K & L Farms/ New Jerusalem Airport site in Tracy, CA. The issues in our <br /> 30 August 1990 letter regarding the Sludge Management Plan have been adequately <br /> addressed in your 6 September 1990 and 24 September 1990 Technical Reports <br /> submitted on your behalf by CH2M- Hill . This letter is addressing the one time <br /> sludge application this fall on 380 acres at K & L Farms site. We intend to <br /> issue waste discharge requirements for any long term sludge applications in the <br /> future. <br /> We are approving your Sludge Management Plan as amended by the above submittals <br /> for a one-time sludge application this fall at the K & L Farms sludge application <br /> site with the following conditions: <br /> 1. The sludge application should be properly managed and adhere to the <br /> Federal , State, and local regulations and the guidelines set forth in <br /> the Department of Health Services (1983), Manual of Good Practice for <br /> Landspreading of Sewage Sludge. <br /> 2. Comply with the Sludge Management Plan as amended in your submittals <br /> which have included several modifications to the monitoring program <br /> which we have reviewed and approved. The City shall be held <br /> responsible for complying with the additional requirements addressed in <br /> the Plan modifications. We request that the City submit a final <br /> revised Sludge Management Plan that incorporates all the modifications <br /> in one document. <br /> 3. The sludge application shall be applied at agronomic rates and be <br /> confined to the 380 acres (Fields 3, 4, 6, 17, 18 which will be planted <br /> with alfalfa, almonds, and dry beans) as described in your 24 September <br /> 1990 Technical Report. The Sludge shall be brought directly from your <br /> treatment plant to the fields and incorporated into the fields within <br /> 48 hours. <br /> 4. A Technical Report discussing and evaluating all required monitoring <br /> data collected at the site shall be submitted to our office by 1 April <br />
