Mr. Fred Kaufman <br /> Page Two <br /> information on allowed maximum levels of contaminants in co- <br /> generation plant ash for agricultural application. <br /> Your letter states that the Regional Water Quality Control Board, <br /> Central Valley Region (CRWQCB) "has approved the ashes as liming <br /> agents not requiring Waste Discharge Requirements, but has <br /> requested the companies to monitor the ash on a quarterly basis <br /> and to submit ash application location reports. " In order to <br /> obtain background information on the CRWQCB decision, my staff <br /> spoke to Bill Marshall of the CRWQCB, (916) 361-5741. He said <br /> that the CRWQCB has an agreement with the Tracy Biomass Plant <br /> concerning the application of cogeneration plant ash to <br /> agricultural land. Part of this agreement involves submittal of <br /> quarterly ash monitoring reports to the CRWQCB. He stated that <br /> these reports have not been submitted by the Tracy Biomass Plant <br /> as specified in the agreement. He also stated that the CRWQCB <br /> does not have agreements concerning the application of ash with <br /> any other plant in San Joaquin County. It appears that the CRWQB <br /> has not issued a blanket exemption for the application of <br /> cogeneration ash on agricultural lands. I suggest you contact <br /> the CRWQCB to determine the specific requirements they might have <br /> for each company. <br /> Your final question asked, "Do you know what other counties are <br /> doing to regulate application to land?" I have enclosed a copy <br /> of part of the report "Ash Quantification and Characterization <br /> Study" published in March, 1992 . The contact person for this <br /> report is Bob Boughton, Research and Technology Development <br /> Division, (916) 255-2417. This report lists 58 cogeneration <br /> plants and their ash disposal methods.
