Mrs. Espinoza: <br /> Thank _you for- speaking with me today about. your reasons for <br /> filing an appeal against the City of Manteca' s permit to spread <br /> sludge_ on the City' s farmland to the east of your property. <br /> As I understand it you have the following two concerns: <br /> The first concern is regarding the -standing water. on City <br /> property to the east of your property. As I explained, the City <br /> was unaware that you were experiencing a problem with the <br /> - standing water and we will investigate and determine a solution <br /> that is satisfactory to you and your neighbors. <br /> The second concern is regarding the spreading of sludge from the <br /> City.' s sewer treatment operation on City-,farmland to t_he east of <br /> your property. The City is- regulated 'by, the- State of California <br /> Regional Water-Quality Control Board and has .&-permit to operate <br /> the sewer' treatment` plant and irrigate the farmland. The State . <br /> has strict regulations regarding the City' s disposal of <br /> wastewater and sludge to protect neighboring properties such as <br /> yours and your neighbors. If you wish to read any of the City' s <br /> permits and permit conditions I will be happy to make copies of <br /> the documents for you. <br /> As required by the City' s permit a Pre-Application Report was <br /> prepared and submitted to the State for approval. This report <br /> provides the State with information regarding the spreading of <br /> sludge, including the location where the sludge is to be spread. <br /> '-I have attached, for your information, a map showing the <br /> location. of the fields (Field 7 and Field 10) that were approved <br /> by the State fot sludge spreading. I have also attached the <br /> page from the Pre-Application Report that explains the sludge <br /> application program and a copy of the State' s letter of <br /> approval.
