The present thly user cost for a typ' single family <br /> dwelling is approlmately $9.00 per month witwa one-time <br /> connection fee of $2,222. No increase in the user cost is <br /> anticipated as a direct result of the expansion. Of the <br /> connection fee, $1000 defrays the cost of the local share of the <br /> initial grant-funded expansion of the treatment plant (Phase I) . <br /> Another $1000 is collected to pay for the project described <br /> herein (Phase II expansion) . <br /> PRIMARY IMPACTS (as a direct result of construction) <br /> The proposed expansion will not require the purchase of any <br /> additional land. The direct construction impacts will be <br /> confined to the existing plant site. We do not expect there to <br /> be any significant adverse primary impacts on coastal zones, <br /> environmentally sensitive areas , wild and scenic rivers , critical <br /> habitats , threatened or endangered plants or animals , <br /> groundwater, or environmentally significant agricultural land. <br /> Less than an acre of man-made wetlands will be impacted by <br /> project construction. The City must comply with Section 404 of <br /> the Clean Water Act concerning dredging and filling, and its <br /> implementing regulations , and any laws relating to wetlands in <br /> the expansion of the treatment facility. <br /> A qualified cultural resources specialist has determined <br /> that there are no significant cultural or historical features in <br /> the direct impact zone. The State Historic Preservation Officer <br /> has concurred that there will be no effects on properties <br /> included in or eligible for inclusion in the National Register of <br /> Historic Places. <br /> SECONDARY IMPACTS (as a result of population growth <br /> accommodated by the project) <br /> The project is being sized to accommodate 63 ,700 people in <br /> Manteca and 12,300 people in Lathrop in the year 2007. The <br /> project is consistent with the Basin Plan for Water Quality in <br /> the area and the General Plan for the City of Manteca. However, <br /> growth provided for in this project is not consistent with the <br /> currently-approved Air Quality Plan for the San Joaquin Valley <br /> Air Basin to achieve air quality standards. An updated plan is <br /> being developed, reflecting higher population projections. The <br /> City of Manteca will be required, through .a grant condition, to <br /> implement mitigation measures identified in both the current and <br /> updated plans. The City of Manteca is participating in the San <br /> Joaquin Valleywide Air Quality Study, a study to identify <br /> effective measures that can be adopted by decision makers to <br /> mitigate air quality impacts. <br /> San Joaquin County's air quality relative to the National <br /> Ambient Air Quality Standards set forth in the Clean Air Act is <br /> designated as non-attainment for particulates, ozone and carbon <br /> monoxide (the latter for the Stockton Metropolitan Statistical <br /> Area only) .
