The AN Water System <br /> Master Plan recognized that urbanization was increasing the <br /> levels of heavy metals in some areas of the city. Increased <br /> water demand, particularly if new wells are located in Lathrop or <br /> between Lathrop and Manteca, might encourage the increased <br /> intrusion of brackish water from the Delta channels to the west, <br /> exacerbating the existing saline intrusion into Lathrop's <br /> aquifer. Mitigation measures to protect the quality of both <br /> Manteca's and Lathrop's water supplies will be required as grant <br /> conditions. <br /> A grant amendment will be prepared in order to change the <br /> scope of the wastewater facilities construction grant project to <br /> incorporate the proposed expansion. A series of conditions will <br /> be included as part of the grant amendment and are intended to <br /> mitigate adverse environmental impacts , particularly those <br /> associated with growth accommodated by the expansion. Proposed <br /> conditions are attached herein as Appendix A. <br /> PUBLIC PARTICIPATION <br /> Public hearings on changes to the General Plan, which are <br /> necessary to accommodate the anticipated growth, were held before <br /> the City Planning Commission on September 27 , 1987 , and before <br /> the Manteca City Council on February 2 and March 7 , 1988. The <br /> General Plan was adopted on May 2, 1988. Comments were received <br /> concerning the following issues: Lathrop's Sphere of Influence, <br /> Manteca's urban service area boundaries , traffic , zoning, <br /> affordable housing, Lathrop's right to acquire capacity in the <br /> wastewater treatment plant, development fees , revenue bonds , and <br /> inducement of population growth. <br /> Hearings on the Negative Declaration issued under the <br /> California Environmental Quality Act for the expansion project <br /> were held on October 27 , 1987 and December 7 , 1987. The public <br /> expressed concerns about odors , mosquitoes from the land disposal <br /> area, costs, and inducement of population growth. Also, a <br /> hearing was held on April 4, 1988 , on a proposed ordinance <br /> relating to the acquisition of property and issuance of bonds to <br /> finance construction. Comments were received on the Sewer <br /> Revenue Bond Act of 1933 , user charges , and increased staffing <br /> requirements at the treatment plant. <br /> FINDING <br /> The review process did not indicate that significant adverse <br /> environmental impacts would result from the proposed project. <br /> Consequently, EPA has made the preliminary decision to issue this <br /> amended FNSI rather than to prepare an environmental impact <br /> statement. <br /> EPA came to the conclusion described above after reviewing <br /> the project reports , environmental information documents and <br /> public hearing summaries prepared by the applicant. <br /> 6 <br />
