UNITED STATES ENVIRONMENTAL PROTECTION AGENCY <br /> REGION 9 <br /> 1235 MISSION STREET <br /> SAN FRANCISCO, CALIFORNIA 94103 <br /> 2 7 JUL 1990 <br /> SUBJECT: City of Manteca <br /> Project No. C-06-2017 <br /> State Clearinghouse Nos. 81073058 and 88090504 <br /> ENVIRONMENTAL ASSESSMENT <br /> Pursuant to the Federal Regulations, 40 CFR Part 6 , <br /> Implementation of Procedures for the National Environmental <br /> Policy Act, "Wheif the environmental review indicates that no <br /> significant adverse impacts are anticipated or when the project <br /> is altered to eliminate any significant adverse impacts , a <br /> Finding of No Significant Impact (FNSI) shall be issued and be <br /> made available to the public. The environmental assessment shall <br /> be included as a part of the FNSI. 11 <br /> PRESENT ENVIRONMENT <br /> Community Location: Approximately 50 miles south of Sacramento in <br /> San Joaquin County (see Figure 1. ) <br /> Service Area: City of Manteca and surrounding areas (see fig. 2. ) <br /> Communities within Service Area: City of Manteca, Raymus Village <br /> (neighborhood) , and the City of Lathrop. <br /> Topography of Region: The project area is in the San Joaquin <br /> Valley near the southern portion of the Sacramento-San Joaquin <br /> Delta. The major "waterways" in the area are man-made <br /> agricultural drains that empty into French Camp Slough <br /> approximately ten miles northwest of Manteca. The San Joaquin <br /> River flows south about two miles west of Lathrop. <br /> Geology of the Region: Depending upon local groundwater <br /> conditions , the project area may be subject to liquefaction and <br /> subsidence during earthquakes wherever low density soils are <br /> found. <br /> Climate: Warm, dry summers and mild, wet winters ; average annual <br /> rainfall is 13. 8 inches , 90% of which falls between November and <br /> April. <br /> 1 <br />
