Center Street <br /> Manteca,Ca 95337 <br /> Attn: Warren Shannon <br /> On December 16, 1997,an inspection was made of the biosolids land application site <br /> located at 2450 W. Yosemite. The results of the inspection revealed that the sludge had <br /> been applied to all of the fields at this site at a rate of approximately 4.37 tons per acre,as <br /> per our conversation at the time of inspection. The fields had not been disced or harrowed <br /> to incorporate the sludge into the soil. I asked you if you had any plans to disc or harrow <br /> the fields,and you said that you did not,as the alfalfa was already 12 inches tall. <br /> The San Joaquin County Permit and the City of Manteca's Waste Discharge Requirements <br /> Order No. 92-052,Section 6,require the sludge to be incorporated into the soil within 48 <br /> hours of application. In addition,Section 5, of the discharge requirements allow a <br /> maximum of 3.3 tons per acre per year to be applied at this site. <br /> Similar situations have occurred in 1995 and 1993,please find copies of letters from Mr. <br /> Michael F. Brinton,Director of Public Works,City of Manteca,addressing this policy in <br /> the past. <br /> Please take immediate action to obtain compliance in this matter,as per County Permit and <br /> Waste Discharge Requirements(WDR's). <br /> If you have any questions please contact Steven Mindt, Sr. RENS, at (209)468-0343 of my <br /> staff. <br /> Karen Furst,M.
