EHD has at your request rescinded your appeal. The City of Manteca was <br /> issued their permit and given approval to begin sludge spreading. Sludge spreading <br /> occurred on fields 7 and 10 on November 16, 1992, under an inspection by EHD <br /> staff. EHD staff observed on November 20, 1992, that the sludge had been disced <br /> into the soil.
