Center Street <br /> Manteca, CA 95336 <br /> Re: City of Manteca Sludge Disposal to Land <br /> It has come to our attention that the City of Manteca proposes to apply stabilized wastewater <br /> treatment plant sludge to land owned by the City of Manteca and by Mr. Anthony K. Dutra. <br /> The sludge would act as a soil amendment. <br /> The Environmental Health Division requests that the following conditions be met before sludge <br /> disposal may begin: <br /> (1) A San Joaquin County Disposal Area Permit (Environmental Health permit) must be <br /> obtained per San Joaquin County Ordinance No. 2887, Section 5-2600. More than one <br /> permit may be required if parcels are noncontiguous. <br /> (2) An exemption from a California Integrated Waste Management Board Solid Waste <br /> Facilities Permit must be obtained per Title 14 of the California Code of Regulations, <br /> Section 18215. <br /> Please submit copies of the Report of Waste Discharge and the Sludge Management Plan for our <br /> review and comment. <br /> If you have any questions, contact Greg Oliveira., Registered Environmental Health Specialist, <br /> at 468-0341. <br /> Fred K , Program Manager <br /> Environmental Health Division <br /> GO/lc <br /> cc: Alex MacDonald <br /> California Regional Water Quality Control Board, Central Valley Region <br /> A Division of San Joaquin County Health Care Services <br />
