Box 2009 • (1601 East Hazelton Avenue) • Stockton,California 95201 <br /> c4�iFOR�� <br /> (209) 468-3400 <br /> October 5, 1992 <br /> Jim Podesta, Deputy Director <br /> City of Manteca <br /> Public Works Department <br /> 1001 West Center Street <br /> Manteca, CA 95336 <br /> Permit Conditions for the Manteca Sludge Spreading Operation at the Manteca Water <br /> Quality Control Facility (MWQCF) <br /> The Environmental Health Division (EHD)has reviewed the Manteca Sludge Management Plan, <br /> the Report of Waste Discharge, the Waste Discharge Requirements (WDR's), and the negative <br /> declaration prepared per CEQA guidelines. <br /> EHD is approving your Manteca Water Quality Control Facility site for sludge application to <br /> land as outlined in the Manteca Sludge Management Plan. Your permit will expire on December <br /> 31, 1992. Further evaluation of the sludge management plan and new monitoring data will be <br /> necessary before a permit for 1993 is approved. <br /> The permit conditions are as follows: <br /> 1. A 500 foot buffer zone shall be maintained from the sludge application area to all <br /> domestic wells and residences. <br /> 2. Sludge taken to fields near the MWQCF shall be applied immediately. <br /> 3. Sludge shall be incorporated into the soil within 48 hours. <br /> 4. Notify EHD before sludge application begins and of the sludge application schedule and <br /> the fields to receive sludge. <br /> 5. Sludge shall be tested prior to soil spreading and be classified as hazardous/nonhazardous <br /> by the State Department of Toxic Substances <br /> Control. Submit documentation to EHD. <br /> 6. Soil monitoring shall be done annually as required by the adopted WDR's. Submit <br /> documentation to EHD. <br /> 7. Groundwater monitoring shall be done as required by the adopted WDR's. Submit <br /> copies of the semiannual reports to EHD. <br /> 8.
