Box 2009• (1601 East Hazelton Avenue) •Stockton,California 95201 ��iFj5* <br /> (209)468-3400 <br /> October 5, 1992 <br /> Jim Podesta, Deputy Director <br /> City of Manteca <br /> Public Works Department <br /> 1001 West Center Street <br /> Manteca, CA 95336 <br /> Re: City of Manteca Sludge Spreading Operation at the Manteca Water Quality Control <br /> Facility QCF) <br /> The San Joaquin County Environmental Health Division ( ) grants an exemption for the <br /> requirement to obtain a State Solid Waste Facility Permit, in accordance with Title 14, <br /> California Code of Regulations, Section 18215 (b)(7) and AB #2295 (chp. 1247), to this soil <br /> spreading site. <br /> A public hearing was held on September 24, 1992. The exemption is based on the following <br /> findings: <br /> 1. The exemption is not against the public interest. <br /> 2. The quantity of solid waste is insignificant. <br /> 3. The nature of the solid waste poses no significant threat to health, safety, or the <br /> environment. <br /> The exempt permit is conditioned as follows: <br /> 1. This site will be under the jurisdiction and inspection of a San Joaquin County <br /> Environmental Health Permit. <br /> 2. A 500 foot buffer zone shall be maintained from the sludge application area to all <br /> domestic wells and residences. <br /> 3. Sludge taken to fields near the MWQCF shall be applied immediately. <br /> 4. Sludge shall be incorporated into the soil within 48 hours. <br /> 5. Notify EHD before sludge application begins and of the fields to receive sludge. <br /> 6. Sludge shall be tested prior to soil spreading and be classified as hazardous/nonhazardous <br /> by the State Department of Toxic Substances <br /> Control. Submit documentation to ERD. <br /> 7. Soil monitoring shall be done annually as required by the adopted WDR's. Submit <br /> 1 of 2 <br /> A Division of San Joaquin County Health rare Services <br />
