The exemption is based on the following <br /> findings: <br /> 1. The exemption is not against the public interest. <br /> 2. The quantity of solid waste is insignificant. <br /> 3. The nature of the solid waste poses no significant threat to health, safety, or the <br /> environment. <br /> The exempt permit is conditioned as follows: <br /> 1. This site will be under the jurisdiction and inspection of a San Joaquin County <br /> Environmental Health Permit. <br /> 2. A 500 foot buffer zone shall be maintained from the sludge application area to all <br /> domestic wells and residences. <br /> 3. Sludge taken to fields near the MWQCF shall be applied immediately. <br /> 4. Sludge shall be incorporated into the soil within 48 hours. <br /> 5. Notify EHD before sludge application begins and of the fields to receive sludge. <br /> 6. Sludge shall be tested prior to soil spreading and be classified as hazardous/nonhazardous <br /> by the State Department of Toxic Substances <br /> Control. Submit documentation to ERD. <br /> 7.
