Mr. Robert Graulich
Page 8
ADDITIONAL REQUIREMENTS
In order to ensure that the ash characteristics do not
signif icantlys change, the Department requires that Wadhan monitor
the ash being generated to ensure that the levels of crystalline
silica and respirable crystalline silica do not change due to
operating parameters or maintenance conditions. This monitoring
shall be performed quarterly, and the results of this monitoring
shall be provided to the following:
Mr. Richard Dickson, Director
Colusa County Health Department
Environmental Health Services
P.O. Box 610
251 East Webster Street
Colusa, CA 95932
Mr. Charles McLaughlin, Chief
Surveillance and Enforcement Branch
Region 1/Sacramento
Toxic Substances Control Program
Department of Health services
10151 Croydon Way, Suite 3
Sacramento, CA 95827-2106
Waste Evaluation Unit
Alternative Technology Division
Toxic Substances Control Program
Department of Health Services
P.O. Box 942732
Sacramento, CA 94234-7320
In addition, because this waste consists of fine particles of
silica (with some being respirable) , the ash must be managed in
such a manner as to avoid the airborne dispersion of ash particles,
either at the facility or off-site. This may be achieved by any
method that Wadham believes is practical, and may include:
1. Wetting the ash;
2. Maintaining wind breaks;
3. Storing the ash contained in silos or some other
fashion.
5The "significance" of the differences in the crystalline silica and
respirable crystalline silica levels shall be determined using statistical tests
of significance (e.g., ANOVA tests).
