There are no documented complaints of clean rip-rap for <br /> streambank reinforcement, but rather complaints of mixed solid waste, in addition to the <br /> nuisances caused by the vegetable waste dumping. Legitimate concerns exist regarding property <br /> value, enjoyment of property, and water quality. <br /> As you consider the various mitigation or enforcement options during the 90 day waiver, I hope <br /> you will research the history of this site, the quantification of both cannery effluent and mixed <br /> solid waste over a twenty year history, the disparity between permit application descriptions and <br /> actual practice, the number of residents in this area, and the amount of County resources, both <br /> Calaveras and San Joaquin, devoted to this matter over the years. <br /> 3 <br />
