Report of Composting Site Information <br /> This Report of Composting Site Information (RCSI) presents required information that is <br /> outlined in the Permit Desk Manual in italics, followed by the appropriate site-specific <br /> information, which fulfills the requirements. The Permit Desk Manual was issued by the <br /> California Integrated Waste Management Board (July 15, 1992). This RCSI for the For- <br /> ward, Inc. Compost Facility reflects revised October 1993 requirements, and in some cases <br /> revised August 1994 requirements. <br /> I. Facility Overview <br /> A. Introduction <br /> Provide a brief statement introducing thefacility. The following information <br /> should be included. Name and address of operator, name and address of the <br /> land owner, description of the area serviced by the facility, and a descrip- <br /> tion of daily operations to be conducted at the site X14 CCR 18220(c)J. <br /> This RCSI describes the design and operation of the Forward, Inc. (Forward) Compost <br /> Facility (Compost Facility). The Forward site is an existing solid waste disposal and <br /> resource recovery facility (RRF) located at 9999 South Austin Road, Manteca, California, <br /> approximately 7 miles southeast of Stockton, approximately 1 mile south of Arch Road and <br /> 2 miles north of French Camp Road, as shown in Figure 1.1. The site is wholly owned <br /> and operated by Forward. The landfill was permitted and opened in 1973. The RRF <br /> began operations in 1975. <br /> The 157-acre landfill site includes: (1) several landfill waste management units (WMUs) <br /> for waste treatment or disposal; (2) a RRF facility for waste separating, sorting, and <br /> recycling activities; and (3) storage and support areas. In addition, the site includes an <br /> interim stormwater control basin, easements for the South Fork of South Littlejohns Creek <br /> (10 acres) and the right-of-way for Austin Road (County of San Joaquin right-of-way), <br /> entrance facilities, and internal roads. <br /> Of the 157 acres at the landfill site, only one 8-acre portion was used for Class I (formerly <br /> Class H-1) hazardous waste disposal. This Class I unit, known as WMU A, was closed <br /> under permit in 1989 and is currently in postclosure monitoring. At present, only desig- <br /> nated and nonhazardous solid wastes are treated and/or disposed of at the facility in either <br /> Class I or Class III WMUs. <br /> Forward operates an RRF building and separation area, in the South Area, in compliance <br /> with SWFP No. 39-AA-020. The RRF site plan is shown in Figure 1.4. Currently, the <br /> materials recovered from the RRF include plastic, glass, cardboard, newspapers and paper, <br /> ferrous and nonferrous metals, wood, and other nonhazardous, inert materials (like foam). <br /> a oa10029B63.wp5/1 <br /> 9/28/94 1 <br />
