3. Average Load Capacity Next 5 Years
State the projected average load capacity the facility will receive on a yearly
basis over the next five years expressed in tons. Include the calculations
used in determining these capacities. If tonnage was figured from records of
cubic yards, include the conversion factor.
The projected average annual load is unknown. The average annual load will depend on
the marketplace in terms of feed stock for the composting operation and for use of the
product. Initially the quantity of material will be some fraction of the materials currently
received. This will increase in the future potentially to the capacity of compost facility.
4. Design Capacity
Provide an estimate of the design capacity of the facility expressed in tons
(14 CCR 18220 (g)J. Include the calculations used in determining these
capacities. If tonnage was figured from records of cubic yards, include the
conversion factor: Provide contingency plans for fluctuations and potential
interruptions in composting operations.
As discussed in the section on Maximum Daily Load Capacity, for the alternatives evalu-
ated the Compost Facility is designed to process 640 to 1,100 TPD of various mixtures of
wood waste, green material, food processing residue, sewage sludge, mixed solid waste,
manure, mixed paper, ash, grit/grease, holding tank pumpings, septic tank pumpings and
agricultural waste assuming five operating days per week. The specific capacity depends
on the composting process being used, density of materials and quality of the composted
product. The facility was designed to have sufficient area for receiving, preprocessing,
composting, curing, and storing these incoming materials as well as residue. Detailed
design calculations are included in Appendix 1.
i
5. Feedstock Material Types
Descriptions of the types of materials accepted or proposed for acceptance
should be provided.
The feedstock materials may include green material, food processing residue, sewage
sludge, mixed solid waste, and manure as described in 14 CCR 17852. Composition of the
material will be dependent on the source of the feed stock and time of year. Sewage
sludge may be raw, aerobically digested, or anaerobically digested and will be dewatered to
15 to 50 percent dry solids. Sewage sludge will be composted using the aerated static pile
or enclosed agitated bed composting processes before composting using Windrow compost-
ing alternatives. Preprocessing before composting will be as required to produce a product
suitable for the final use.
su10029B63.wp5/14
9/28/94 14
