Daily temperature measurements shall be measured for pathogen reduction as follows:
• Windrow composting processes and agitated bays shall be monitored twelve
(12) inches below the pile surface.
• Aerated static pile composting processes shall be monitored twelve (12) to
eighteen (18) inches below the insulation cover.
Mixed Solid Waste. The applicable environmental health standards for composting mixed
solid wastes are as follows:
(1) At least one composite sample shall be tested for every 5,000 cubic yards of mixed
solid waste compost produced, or every 6 months, whichever comes first. The
samples shall meet the metals standards in Table 2.3 and pathogen density
requirements.
(2) Measure moisture and oxygen content of active compost on a weekly basis at the
point of temperature measurement.
F. Compost Facility Controls
If the composting facility is to be located on a closed landfill, leachate control, and
monitoring systems for the composting facility shall be separate from those for the
closed landfill [14 CCR 28220(e)].
Forward does not plan to locate the Compost Facility on a closed landfill. Forward oper-
ates a landfill on land north of the South Fork. Approximately 1,000 feet north of For-
ward's landfill is a municipal Class III landfill operated by the City of Stockton.
1. Vector and Bird Control
Describe methods to control or prevent the propagation, harborage or attraction of
flies, rodents, or other vectors and to minimize bird problems.
Due to the innocuous nature of compost compared to refuse, rodents, birds, and other vec-
tors are not expected to be a problem at the Compost Facility RRF. Residue will not be
stored longer than 48 hours onsite and good housekeeping practices will be employed.
Typical high temperatures maintained in the active compost are sufficient to kill pathogens,
insect larvae, and insects. To discourage the potential for insect development, standing
water will not be allowed.
If necessary, a daily monitoring program would be developed to identify and record any
vector problems that arise. If these measures are not sufficient, a vector eradication pro-
gram will be developed and implemented using professional pest control services as neces-
wa10029B5C.wp5/68
9/29/94 68
