In 1973, when the Use Permit for the site was approved, the zoning designation for the <br /> area was Exclusive Agriculture (EA-10). The EA-10 zoning designation allowed landfill <br /> development subject to a Use Permit. The San Joaquin County General Plan (San Joaquin <br /> County Planning Department, 1976 and 1992) (General Plan) designation for the landfill is <br /> GA (General Agricultural) and the zoning is AG-40 (General Agriculture, 40-acre mini- <br /> mum lot size) (Figure 2.4), which also allows landfill development as a conditionally per- <br /> mitted use. The entire Forward site is designated as a Public Utility/Solid Waste Disposal <br /> Facility and is consistent with the General Plan and the zoning ordinances adopted pursuant <br /> to the General Plan. The landfill (including the RRF) is considered a major impact facility <br /> and is operated conditionally in the AG-40 zone under the Use Permit. <br /> D.
