Mixed Solid Waste. The operator of a mixed solid waste composting facility shall <br /> comply with the applicable environmental health standards as follows: <br /> • At least one composite sample shall be tested for every 5,000 cubic <br /> yards of mixed solid waste compost provided. <br /> • The samples will be analyzed for maximum metal concentrations <br /> and pathogen reduction requirements. <br /> • The moisture and oxygen content of active compost will be measured <br /> on a weekly basis at the point of temperature measurement. <br /> 2.3 Composting Site Improvements <br /> 2.3.1 Identification Signs <br /> Describe locations where signs are to be posted. Also describe information to be <br /> included on signs. The signs, must be posted at all points of access and contain the name <br /> of the operator and any other information required by the local land use authority. <br /> Signs are posted at all entrances stating that. Other signs identify the operator of the site, <br /> hours of operation, and telephone numbers. A schedule of charges for accepting <br /> compostable material will be posted along with a list of the general types of materials <br /> accepted. In addition, signs are posted at both office trailers stating the site hours, site and <br /> company telephone numbers, rules and regulations for all drivers, the site speed limit <br /> (10 miles per hour), and that all loads must be covered. There are also portable signs at <br /> the landfill to help the waste haulers steer their way through the facility to the appropriate <br /> WMU. <br /> 2.3.2 Entry Signs <br /> If the facility is open to the public, describe the posting location and information provided <br /> on entry signs. At a minimum, signs should contain the following information: schedule of <br /> charges, hours of operation, and a listing of general types of materials which either <br /> will be accepted or will not be accepted. <br /> The entry signs are the same as the identification signs described above. <br /> 2.3.3 Facility Security <br /> Describe provisions for an adequate perimeter barrier designed to discourage <br /> unauthorized entry. If water or topography create natural barriers, an artificial barrier is <br /> not required. <br /> The entire perimeter of the site is fenced, including the South Fork easement to <br /> prevent unauthorized access. Signs prohibiting unauthorized access have been posted on <br /> the fence along the levee adjacent to the South Fork and Austin Road at approximately <br /> 300-foot intervals.
