3.2.4 Attendant If a facility is open to the public, describe staffing policies which will ensure that an attendant will be on duty during operating hours. The Compost Facility will be staffed by qualified attendants during operation. In addition to qualified attendants, a director of operations will monitor facility operations. 3.2.5 Operator Include a resume of the management organization who will operate the facility [14 CCR 18229(k)]. Describe the operator's interest in the site, i.e., lease, percentage of ownership, etc. Provide details of site ownership and of the operator's experience. A description of administrative record-keeping and staff training methods should be included. Forward Inc. is a California Corporation wholly owned and operated by Allied Waste. Administrative recordkeeping and staff training are described below. Administration. The following persons are responsible or available for onsite solid waste management and disposal operations at the Forward Landfill: • General Manager has overall control of site operations and management. • Environmental Manager is Project Manager for Forward. The primary contact and responsible for work efforts of the various engineering, geotechnical, environmental, and legal consultants; site compliance and permitting of the site; and co-managing landfill RRF, and composting activities. • Site Manager is responsible for managing site operations of the landfill, site employees, and for co-managing landfill activities. • RRF Operations Manager is responsible for managing all activities at the RRF. Resumes of Forward Management employees are presented in Appendix C. Other Forward RRF Personnel. Personnel assigned to operate the site are trained in subjects pertinent to the site operation and maintenance, with emphasis on safety, health and environmental controls, and emergency procedures. The operations staff includes: • Equipment Operators and General Laborers 3 positions • Administrative and Office Personnel 2 positions The assignments and responsibilities of these personnel are described below: Equipment Operators and General Laborers. The equipment operators operate a variety of equipment including loaders, forklift, water trucks, and conveyors. The equipment operators spread the incoming waste loads out on the tipping floor, perform load checks, keep records of the quantity of material recovered, and perform general maintenance around the site and with equipment.
