approval agencies [14 CCR 17517]. Describe the activities that are interrelated to aspects
of facility operations and work to minimize health, safety, or nuisance problems.
An integral part of composting operations is the grinding of incoming green waste materials
for size reduction. A working foreman will be stationed by the size reduction
equipment during all grinding operations to ensure that the operation is conducted in a
controlled and safe manner. Facility grinders will be equipped with locking controls to
prevent unauthorized use. There will not be any material preparation activities for the
biosolids.
Wood waste, lumber, and brush are crushed with a tractor and processed through
the wood chipper. The chipped wood is then deposited in 120 c.y. trailers (or larger)
and sent to market. The wood grinding area is approximately 15,000 square feet.
Currently, there is no shredding or transformation of materials at the RRF.
3.4.3 Cleaning
Describe procedures for ensuring that all loose materials and litter will be cleaned up
daily or on a schedule approved by the LEA.
Compost Facility staff will police the site on a daily basis to remove any windblown
litter. The processing area, including the interior of the tub grinder, will be
cleaned daily at the end of each shift.
General cleaning of the RRF building and outdoor operations and storage areas is
accomplished by permanent employee duty assignments with daily inspections to
assure compliance.
Loose materials and litter cleanup is accomplished by permanent employee duty
assignments with daily inspections to assure compliance.
3.5 Processing Operations
3.5.1 Development Stages
Provide a description of the sequence of development stages of the composting site
operation giving tentative implementation schedules for development and usage. This is
an overall site development plan, covering identification and timing of individual phases of
site development.
The Compost Facility will be developed dependent on availability of suitable
compostable materials and equipment capability. The amount of material that will be
processed depends on potential composting technologies. Forward has designed the
Compost Facility with the flexibility to expand its processing capability as incoming
tonnages increase. Figure 1 shows the site development areas. Project development
stages are also discussed in Section 2.1.9.
Forward Composting Facility
Z:\PROJECTS\Allied Waste\Forward\Resource Recovery facility\Permitting Services\2009 RCSI\RCSI Final 031609.doc;
Page 42
