C. Preprocessing Procedures
Describe any preprocessing procedures (bioreactors, etc.) used to lower availability of
heavy metals in compost.
Preprocessing will include inspecting the incoming material to remove any visible
contaminants. Loads will be visually inspected at the RRF and will be manually sorted
once they are dumped at the receiving and processing area. A magnetic separator
will be provided to extract nails and other ferrous contaminants from the green
waste material after it has been shredded. Since incoming biosolids are not
anticipated to have heavy metal concentrations above regulatory limits, other
preprocessing procedures will not be necessary.
d. Process Time
Estimate the average process time to convert waste materials to compost including
volume of compost to be shipped out (daily, weekly, or monthly).
Describe the maximum and average length of time green material will be stored at the
facility[14 CCR 18220(e)].
As discussed in the section on Maximum Daily Load Capacity, the compost facility
is designed to process approximately 640 to 1,100 TPD of waste. The specific
capacity depends on the composting process being used, density of materials, and
the quality of compost product. The compost process time is projected to be
between approximately 4 to 12 weeks, depending on the compost product quality.
The curing process will take from approximately 1 to 6 months.
e. Chemical or Bulking Agents
List any chemical additives or building agents and the estimated amount to be used for
finishing the composting process. Describe the application method.
Chipped green waste or screened oversize materials will be used as necessary as
bulking agents.
3.5.3 Climatic Conditions
If climatic conditions such as frost, snow or wet weather are likely to adversely affect site
access or the operation of aerating Windrows or static piles, outline measures to
overcome these effects.
Climatic conditions are not expected to adversely affect site operations. It does not snow
or freeze at the site. Forward implements a winterization program each year to install all
weather roads for access.
The climate of the region is typical of the California Central Valley. Winters are
generally cold and wet with fog, while summers are hot and dry.
Forward Composting Facility
Z:\PROJECTS\Allied Waste\Forward\Resource Recovery Facility\Permitting Services\2009 RCSI\RCSI Final 031609.doc;
Page 45
