months (November thru February) winds blew predominantly from the southeast. The
mean annual wind speed is approximately 9.0 miles per hour. The wind rose shown in
Figure 13 provides wind direction information; it was developed from the
Stockton Metropolitan Airport data.
3.5.4 End Use
State the intended use of the compost.
Forward will produce a range of products and will market all of the compost produced by
the Compost Facility. Forward is investigating potential uses such as top soil amendments,
mulch ingredients, and/or soil conditioners. Material may be produced in both bulk and
bagged forms. Some of the product may be utilized on site for soil amendment
and/or alternative daily cover.
3.5.5 End Product
Describe the process used to ensure that the end product, excluding noncompostable
waste, is innocuous and free of sharp-edged particles that have the potential to be
harmful to human health and safety. In addition, describe the process to be used to
ensure that the end product shall not exceed the Soluble Threshold Limit Concentration
or the Total Threshold Limit Concentration specified in Section 66261.24, Title 22, CCR,
or the maximum concentration of contaminants specified in Part 261.24, Title 40 Code
of Federal Regulations.
Forward will follow a process to ensure that compost end product is innocuous and free of
sharp edges and particles that have the potential to be harmful to human health and
safety. The quality of the end product will depend on the product's use. The highest
quality end product would be used as top soil amendment. Forward will follow the
sampling and analysis requirements as discussed in previous sections to ensure that all
compost products meets regulatory requirements for the protection of human health and
safety. All products will be screened and free of sharp-edged particles.
3.5.6 Environmental Health Standards
Describe the process used to ensure that all end products, excluding com ostable waste,
have met environmental health standards for maximum metal concentration and
pathogen reduction.
Forward will follow processes to ensure that compost end products meet environmental
health standards for maximum metal concentrations and pathogen reduction. A
composite sample will be analyzed for every 5,000 cubic yards of compost.
Compost product which exceeds the maximum metal concentrations or maximum
acceptable pathogen concentrations shall be designated by the appropriate state
or federal jurisdiction for another use, including dis osal, additional processing, or
other
us maximum acceptable metal concentrations are presented in Tab e-
2.3. All tests for metal concentrations will be conducted at a certified lab.
Forward Composting Facility
Z:\PROJECTS\Allied Waste\Forward\Resource Recovery Facility\Permitting Services\2009 RCSI\RCSI Final 031609.doc;
Page 48
