Mixed Solid Waste. The applicable environmental health standards for composting mixed <br /> solid wastes are as follows: <br /> (1) At least one composite sample shall be tested for every 5,000 cubic yards of mixed <br /> solid waste compost produced. The samples shall meet the metals standards <br /> in Table 2.3 and pathogen density requirements. <br /> (2) Measure moisture and oxygen content of active compost on a weekly <br /> basis at the point of temperature measurement. <br /> 3.6 Compost Facility Controls <br /> If the composting facility is to be located on a closed landfill, leachate control, and <br /> monitoring systems for the composting facility shall be separate from those for the closed <br /> landfill[14 CCR 28220(e)]. <br /> Forward does not plan to locate the Compost Facility on a closed landfill. Forward operates <br /> a landfill on land north of the South Fork. Approximately 1,000 feet north of Forward's <br /> landfill is a municipal Class III landfill operated by the City of Stockton. <br /> 3.6.1 Vector and Bird Control <br /> Describe methods to control or prevent the propagation, harborage or attraction of flies, <br /> AOL rodents, or other vectors and to minimize bird problems. <br /> Due to the innocuous nature of compost compared to refuse, rodents, birds, and other <br /> vectors are not expected to be a problem at the Compost Facility RRF. Residue will not <br /> be stored longer than 48 hours onsite and good housekeeping practices will be <br /> employed. <br /> Typical high temperatures maintained in the active compost are sufficient to kill pathogens, <br /> insect larvae, and insects. To discourage the potential for insect development, <br /> standing water will not be allowed. <br /> If necessary, a daily monitoring program would be developed to identify and record any <br /> vector problems that arise. If these measures are not sufficient, a vector eradication <br /> program will be developed and implemented using professional pest control services as <br /> necessary. In this case, regular inspection and monitoring of the site will be <br /> conducted by the San Joaquin County Health Services Department. <br /> Rodents and Insects. The Compost Facility/RRF will receive minimal quantities of <br /> wastes that may attract rodents and insects, thus minimizing the food and <br /> habitat. In addition, timely removal of the wastes, and keeping the storage of <br /> waste overnight to a minimum, minimizes the presence of rodents and insects. <br /> Forward has a professional pest management company on retainer for advice and <br /> services, as needed.
