3.6.3 Noise Control <br /> Describe how noise will be controlled to prevent health hazards to persons using the facility <br /> and to nearby residents. Include a statement as to whether noise from facility operations <br /> is likely to create health hazards to persons using the site and/or to nearby residents. <br /> Indicate whether nearby residents have complained about noise from facility <br /> operations. If noise measurements representative of facility operations have been <br /> conducted, submit a copy of the results. <br /> Noise at the site includes traffic noise generated by trucks and other vehicles travelling on <br /> Austin Road to the landfill and RRF and noise generated by the equipment used in landfill <br /> and RRF operations. Noise levels of onsite equipment are controlled by proper <br /> maintenance of mufflers to factory specifications. Noise levels have not been a problem at <br /> the site, based on the absence of formal complaints. However, one of the mitigation <br /> measures identified in the last EIR was to provide the landowner and tenant at 9640 <br /> Austin Road with the option of a constructing a sound wall on their property to reduce <br /> noise exposure both in the front yard and inside the house if they request it within 5 years <br /> after the approval of Use Permit U-91-12. <br /> Noise levels are not likely to create health hazards to persons using the site due to the <br /> use of mufflers on heavy equipment. Protective ear wear is provided to all employees. <br /> Due to the remote location of the site, noise levels are not likely to create health <br /> hazards to nearby residents. <br /> In general, the major sources of noise at the Compost Facility/RRF will be the grinder and <br /> the Windrow turner, if used. These machines typically produce sound levels in the range <br /> of approximately 85 to 90 decibels. Since the estimated sound level at 200 feet is <br /> approximately that of the human voice during normal conversation, noise should not be <br /> a health hazard to persons working approximately 200 feet from the equipment. A <br /> noise level study conducted for a tub grinder manufacturer shows the following <br /> sound pressure levels: within 50 feet, 85.2 decibels; within 100 feet, 78.4 decibels; and <br /> within 200 feet, 73.5 decibels. <br /> Due to the site's remote location, the noise produced will not create an offsite <br /> concern; therefore, no special noise control devices will be needed at the RRF. All onsite <br /> personnel will be provided with ear protection. <br /> 3.6.4 Dust Control <br /> Describe measures to minimize the creation of dust. <br /> Dust is controlled at the site by (1) proper maintenance of haul roads (paving, <br /> grading, and applying a dust suppressant) and (2) by limiting the speed of all on site <br /> vehicles to 10 miles per hour. Water can be sprayed to control dust further, if <br /> necessary.
