1.0 INTRODUCTION AND PURPOSE <br /> The Composting Facility at the Forward Inc. Resource Recovery Facility (RRF) will be <br /> reinstated at the southern portion of the RRF and coordinated with the operation of <br /> the existing RRF and the landfill facility. Composting operations have been detailed <br /> in the Report of Composting Site Information (RCSI) (dated 2009), which is included <br /> as an appendix in the RRF's Transfer/Processing Report (TPR). As a result of <br /> reinstatement of these composting operations, this Odor Impact Minimization Plan <br /> (OIMP) has been prepared to meet the requirements of with Title 14 of the California <br /> Code of Regulations (14 CCR), Section 17863.4. This Plan is intended to provide <br /> guidance to on-site personnel in the handling, storage, and removal of compostable <br /> materials. <br /> This OIMP will be maintained on-site and revised, as necessary, to reflect any <br /> changes in the design or operation of Forward RRF/compost facility. <br /> Facility Name: Forward, Inc. The Site Plan for the facility is shown on <br /> Figure 1. The composting facility will handle decomposable organic material <br /> including, but not limited to, green material, green material mixed with food waste, <br /> food waste (including garbage as defined in 14 CCR, Section 17225.30), food <br /> processing residue, biosolids, mixed solid waste, manure, mixed paper, ash, <br /> grit/grease, holding tank pumping, and agricultural wastes. Green material, food <br /> processing residue, food waste, biosolids, sewage sludge, mixed solid waste and <br /> manure are as defined in Title 14 (Chapter 3.1, Article 1, Section 17852) of the <br /> California Code of Regulations (CCR).
