1.2.3 Weather Event Impacts <br /> Typical weather conditions for this vicinity will not generally require adjustments. <br /> However, in the event of an extended rain event and/or strong winds, maintenance <br /> of windrows may be postponed until conditions improve. This delay between aeration <br /> could cause the windrows to attain an anaerobic condition increasing the possibility <br /> of odors. Careful consideration of material moisture and odor will be taken to turn <br /> the windrows. Sections 3.4 and 3.5 discuss methods (i.e., dust control measures) to <br /> address impacts of airborne emissions. <br /> 2.0 COMPLAINT RESPONSE PROTOCOL <br /> In the event of significant odors where a complaint has been filed, the protocol is to <br /> visit the location of the received complaint. Facility personnel shall attempt to <br /> determine if an offensive odor exists. If the complaint cannot be verified in this <br /> manner, personnel will continue to perform self-monitoring and continue the <br /> operational (nuisance control) practices outlined in the RCSI. Site management may <br /> also implement additional or enhanced operational practices to minimize the <br /> likelihood of future odor detection. A record of any written complaints will be <br /> maintained in the Site Operations Log. A sample Odor Complaint Form is provided in <br /> Appendix A. <br /> 3.0 OPERATING PROCEDURES AND DESIGN TO MINIMIZE ODORS <br /> In order to minimize the development of conditions that could lead to odor problems, <br /> the compostable material handling areas of the site were designed based on the <br /> nature and quantity of materials to be received and stored, climatologically factors, <br /> adjacent land use, grading, and drainage controls. <br /> The Compost Facility will use either the Windrow composting method turned by front- <br /> end loaders or Windrow machine turners, aerated static piles, a combination of <br /> Windrows/static piles, or enclosed agitated beds.
