For situations that require standby, specialized, or additional equipment, Forward
will first utilize available equipment from the landfill's operation. If this
equipment is not available, Forward will lease/rent and/or contract the
appropriate equipment from local contractors or suppliers located within an
approximate 20-mile radius of the site.
4.4 POWER SUPPLY
All of the Compost Facility's processing equipment will be diesel powered,
and thus not subject to power failure. Backup generators will be maintained on-site
to provide power to the office trailer designated for the Compost Facility during power
outages.
4.5 PERSONNEL AND TRAINING
Additional personnel will be added on an as-needed basis when, and if, a
demand arises at the Composting Facility. The onsite personnel currently consist
of the following:
1 Operations manager
1 Wood grinder lead person
2 General laborers and equipment operators
1 Secretary/office trailer attendant (part-time)
- Temporaries as needed
Staff training generally concentrates on on-the job training under the supervision
of some-one experienced in the various aspects of the skills being taught.
Potential hazards and safety procedures are stressed. Currently, there are
weekly and monthly meetings in addition to any "as needed" meetings. No
employee is permitted to operate potentially dangerous equipment or engage in
potentially dangerous activities without appropriate training.
Forward also implements an emergency response training program as part of
their Contingency Plan. All site employees are trained in (1) emergency alarm
and notification, (2) external emergency response organization notification, and
® (3) location and content of the emergency response plan. Employees receive a
copy of the emergency response plan at hire.
Forward Compost Facility-OIMP 12 SWT Engineering
z:\projects\allied waste\forward\resource recovery facility\permitting services\updated tpr\oimp\oimp final.doc;3/25/2009
