• 40 percent volume reduction after composting.
1.3.2 Average Daily Throughput
Provide an estimate of the anticipated average daily throughput of the facility in tons [14
CCR 18220(8)]. Include the calculations used to determine these capacities. Give these
figures in tons per operating day. If tonnage was figured from records of cubic yards,
include the conversion factor used
The average load capacity that will be received is unknown. The quantity will be some
fraction of the current loading at a minimum. Forward intends to develop the market
for organic materials and increase the quantity of materials composted depending on the
demand in the marketplace and ability to use the composted product. The specific
materials to be composted will depend on a number of factors:
• Availability of materials delivered to Forward
• Available markets or end use of compost produced
• Specific ratio of materials and compatibility in development of compostable
mixtures; i.e., moisture content, C: N ratio, porosity, etc.
1.3.3 Average Load Capacity Next 5 Years
State the projected average load capacity the facility will receive on a yearly basis over the
next five years expressed in tons. Include the calculations used in determining these
capacities. If tonnage was figured from records of cubic yards, include the conversion factor.
The projected average annual load is unknown. The average annual load will depend on
the marketplace in terms of feed stock for the composting operation and for use of
the product. Initially the quantity of material will be some fraction of the materials
currently received. This will increase_in the future potentially to the capacity of compost
facility. _---_
1.3.4 Design Capacity
Provide an estimate of the design capacity of the facility expressed in tons (14 CCR
18220 (g) J. Include the calculations used in determining these capacities. If tonnage
was figured from records of cubic yards, include the conversion factor. Provide
contingency plans for fluctuations and potential interruptions in composting operations.
As discussed in the section on Maximum Daily Load Capacity for the alternatives
evaluated, the Compost Facility is designed to process approximately 640 to 1,100 TPD
of various mixtures of wood waste, green material, green material mixed with food waste,
food waste, food processing residue, garbage, biosolids, mixed solid waste, manure,
mixed paper, ash, grit/grease, holding tank pumpings, septic tank pumpings and
agricultural waste assuming five operating days per week. The specific capacity depends
on the composting process being used, density of materials and quality of the
Forward Composting Facility
Z:\PROJECTS\Allied Waste\Forward\Resource Recovery Facility\Permitting Services\2009 RCSI\RCSI Final 031609.doc;
Page 9
