2.0 COMPOST PROCESSING SITE DESIGN, MONITORING, AND SITE <br /> IMPROVEMENTS <br /> If the composting site is to be located on a closed landfill, adequate steps must be <br /> taken to avoid adverse impact to the closed landfill, including cover materials, monitoring <br /> systems, and any other control systems. A description of all impacts and all mitigation <br /> measures must be included in this section. <br /> Composting operations will not occur on an existing or closed landfill: however, the <br /> Composting Facility will be located on an area permitted for future WMUs. <br /> 2.1 Composting Site Design <br /> This section describes the design plans required for all operational aspects of the facility <br /> [14 CCR 18220(d)]. The schematic drawings should reflect the facility layout and general <br /> dimensions of all processes utilized in the production of compost including but not limited <br /> to unloading, storage, processing, parking, and loading areas. 14CCR,Section 17873(a) <br /> requires that the facility design requirements set forth in this section be approved by <br /> an engineer registered by the State of California. Please review the engineering report to <br /> ensure that all the requirements in 14 CCR 17873 have been met. <br /> In addition to the design plans, a description should be provided which further <br /> describes the operations. In any case, the description should make reference to the <br /> appropriate attachment or design plan which has been included. <br /> 2.1.1 Title Sheet <br /> Provide a title sheet with vicinity and location maps and a list of the drawings included in <br /> the design package. <br /> A title sheet with a location map and a list of the drawings is included in the Exhibits <br /> section of the 1994 RCSI. <br /> 2.1.2 Site Plan <br /> The site plan should be at a scale of 1 " = 200'. (Other map scales may be appropriate if <br /> the resultant map is larger than 30 x 42 inches or if it is too small to provide sufficient <br /> detail to clearly illustrate the facility layout.) Include distances to and location of <br /> hydrants/outlets for water intended for fire control and moisture for compost <br /> piles/Windrows, equipment washdown or supply. The site plan should delineate the legal <br /> property limits of the site for which clear title is held by the applicant and/or any <br /> parcels leased [14 CCR 18220(a)].
