met the following environmental health standards for: (1) Maximum acceptable metal
concentration, and (2) Pathogen reduction.
Sampling. Forward will analyze at least one composite sample for every 5.000 cubic
yards of compost. Compost product, which exceeds the maximum metal concentrations
or maximum acceptable pathogen concentrations, shall be designated by the appropriate
state or federal jurisdiction for another use, including disposal, additional processing,
ADCs or other uses.
A composite sample will consist of twelve mixed samples. The twelve samples will be of
equal volume. Four samples will be extracted from within the compost pile at different
cross-sections as follows:
• One-half the horizontal width of the pile
• One-fourth the horizontal width of the pile
• One-eighth the horizontal width of the pile
Metal Concentrations. The maximum acceptable metal concentrations are presented
in Table 2.3. Tests for meta l.concentration will be conducted at a certified lab:
Table 2.3
Maximum Acceptable Metal Concentrations
Constituent Concentration (mg/kg)
on Dry-Weight Basis
Arsenic (As) 41
Cadmium (Cd) 39
Chromium (Cr) 1,200
Copper (Cu) 1,500
Lead (Pb) 300
Mercury (Hg) 17
Nickel (Ni) 420
Selenium (Se) 36
Zinc (Zn) 2,800
Pathogen Reduction. The density of fecal coliform in the stabilized compost will be less
than 1,000 most probable number(MPN) per gram of total solids on a dry weight basis, or
the density of salmonella bacteria in the stabilized compost will be less than 3 MPN per 4
grams of total solids on a dry weight basis. Compost facilities shall be operated at the
minimum temperature and process time requirements presented in Table 2.4.
Forward Composting Facility
Z:\PROJECTS\Allied Waste\Forward\Resource Recovery Facility\Permitting Services\2009 RCSI\RCSI Final 031609.doc;
Page 30
