1-3 <br /> having been previously used for agricultural purposes. It is pumped at a rate of <br /> approximately 1,500 gallons per minute (gpm) at a maximum frequency of approximately 27 <br /> times during the course of a typical day. Another well is located south of the South Fork of <br /> South Littlejohn's Creek, in the southeast corner of the Compost Facility/RRF area, and has <br /> a capacity of 500 gpm. The third well is located along the northern boundary of the former <br /> Austin Road Landfill. This well was installed in 1972 and has a production of approximately <br /> 60 gpm. The fact that groundwater flow near the existing Forward Landfill is not modified by <br /> pumping from this well suggests that it is screened in a confined unit below the uppermost <br /> groundwater units that are monitored at the site. The fourth production well is located along <br /> the eastern boundary of the site,just south of the entrance to the Composting Facility/RRF. <br /> The locations of the wells located in the Compost Facility/RRF area is shown on Figure 2. <br /> On-site water uses include site construction and waste disposal operations, RRF and <br /> compost operations, dust control, compaction, irrigation, equipment maintenance <br /> operations, sanitary facilities, firefighting, and emergency situations. Bottled water is <br /> provided for drinking. <br /> Offsite. Structures within 1,000 feet of the site boundaries are shown in Figure 3. As shown <br /> in Figure 3, there is one residence located near the site (within approximately a half mile or <br /> less). The residence at 9690 Austin Road is approximately 500 feet from the landfill, on the <br /> east side of Austin Road across from the landfill's main entrance. This dwelling is currently <br /> rented by Forward and kept vacant. In addition, three residences, with surrounding ancillary <br /> structures, are located on the east side of Austin Road, approximately one mile north of the <br /> main landfill entrance. Two additional residences, with surrounding ancillary structures, are <br /> located east of Austin Road, south of the landfill. <br /> 1.2.3 Surrounding Land Use <br /> Pursuant to the San Joaquin County 2010 General Plan, the land use designation for the <br /> RRF and landfill site is A/G (General/Agriculture) and the zoning is AG-40 <br /> (General/Agricultural, 40-acre minimum lot size) as shown on Figure 3. The San Joaquin <br /> County Development Title specifies that Major Impact Services are allowed in AG-40 zone <br /> classification areas subject to a Use Permit. Major Impact Services, which include sanitary <br /> landfills, are defined as land intensive activities that must be located away from residences <br /> or concentrations of people due to the nature of the operation's impacts. Since the RRF is <br /> situated on landfill property, it is considered a major impact facility and is operated <br /> conditionally in the AG-40 zone. The existing Forward Landfill is operated under the San <br /> Joaquin County Land Use Permit (UP-00-7) granted in 2003. Property to the east, west and <br /> south of the landfill is zoned A/G and property to the north is zoned Public/Institutional. <br /> Immediately north of the 33.23-acre RRF is the Forward Landfill and the approximate 184- <br /> acre buffer area of the landfill lies to the immediate west of the RRF. The land to the east <br /> and south is used for agriculture. <br /> The land uses within one mile of the property boundary are shown in Figure 3. The Northern <br /> California Youth Correctional Center, a criminal detention facility, is located on Newcastle <br /> Road, approximately 1,900 feet north of the Forward Landfill (Figures 1 and 3). East of the <br /> correctional center is the recently constructed California Health Care Facility (CHCF). The <br /> Stockton Metropolitan Airport is located approximately one mile west of the existing Forward <br /> Landfill.
