In addition, each employee is assigned a cell phone with two- <br /> way radio capability for emergency and work communications. <br /> Right-of-Way.The eastern property line corresponds to the centerline of Austin Road right-of- <br /> way, owned by the County of San Joaquin, and is approximately 60 feet wide. The western <br /> thirty feet of this right-of-way is within the Forward property. <br /> Easement. A portion of the site area is consumed by creek easements. The South Fork of <br /> South Littlejohn's Creek is located in the southern portion of the landfill and its easement <br /> comprises approximately 10.8 acres. The North Fork of South Littlejohn's Creek was <br /> relocated north of the landfill footprint. The easement relocation of the North Fork <br /> comprised approximately 16.5 acres. The South Fork of South Littlejohn's Creek easement <br /> is shown in Figure 2. <br /> Offsite.Structures within 1,000 feet of the site boundaries are shown in Figure 3. As shown <br /> in Figure 3, there is one residence located near the site (within approximately a half mile or <br /> less). The residence at 9690 Austin Road is approximately 500 feet from the landfill, on the <br /> east side of Austin Road across from the landfill's main entrance. This dwelling is currently <br /> rented by Forward and kept vacant. In addition, three residences, with surrounding ancillary <br /> structures, are located on the east side of Austin Road, approximately one mile north of the <br /> main landfill entrance. Two additional residences, with surrounding ancillary structures, are <br /> located east of Austin Road, south of the landfill. <br /> Scales/Scale house. Scale facilities are located in the southeast portion of the site to <br /> service the RRF and composting operations. Incoming loads are monitored at the scale <br /> house and all vehicular activities are regulated in accordance with the established Load <br /> Checking Program. In the event that additional capability is needed, the scales at the <br /> Forward Landfill can be utilized. The scale facilities for the landfill includes three scales and <br /> are located in the central portion of the site. <br /> As shown in Figure 3, the current land use for the area surrounding the site is primarily <br /> agricultural. The State of California operates the Northern California Youth Correctional <br /> Center, about one mile north of the Forward site (Figures 1 and 3). Adjacent (east) to the <br /> Northern California Youth Correctional Center is the recently constructed CHCF. <br /> Facility Boundaries <br /> The RRF/Compost Facility are situated in the southeastern most portion of the Forward <br /> Landfill. The South Fork of South Littlejohn's Creek traverses the site in a southwesterly <br /> direction and the RRF/Compost Facility are south of the South Fork. The entire site, <br /> including the landfill, is bounded by Austin Road and agricultural land to the east, <br /> agricultural land to the south and west, and as mentioned above, two facilities operated by <br /> the State of California are located directly to the north. <br /> Figure 3 delineates the property line for the site and is intended for planning purposes only. <br /> The 744-acre property is located in Section 3 of Township 1S, Range 7E, Mount Diablo <br /> Baseline and Meridian (MDB&M) and Section 34 of Township 1N, Range 7E MDB&M. <br /> The Assessor's Parcel Numbers (APN)for the entire property (i.e., combined landfill and RRF) <br /> are 181-150-07, 181-150-08, 181-150-09, 181-150-10, 201-060-01, 201-060-02, 201- <br /> 060-03, and 201-060-05. <br /> Forward Composting Facility SWT Engineering <br /> Report of Composting Site Information-November 2014 <br /> z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\resi 2014\text\9-nov 2014 track changes\sec 2.doc <br />
