3-12
3.5.5 End Product
46 Forward follows a process to ensure that the compost end product is innocuous and free of
sharp edges and particles that have the potential to be harmful to human health and safety.
The quality of the end product will depend on the product's use. The highest quality end
product would be used as top soil amendment. Forward follows the sampling and analysis
requirements, as discussed in previous sections, to ensure that all compost products meet
regulatory requirements for the protection of human health and safety. All products are
screened and free of sharp-edged particles.
3.5.6 Environmental Health Standards
Forward follows processes to ensure that compost end products meet environmental health
standards for maximum metal concentrations and pathogen reduction. One sample per
5,000 yards of finished compost is analyzed at a Department of Health Services Approved
Laboratory, in accordance with 17868.1(a)(3). Samples are analyzed for the constituents
required pursuant to 14 CCR, Section 17861.1. Compost product which exceeds the
maximum metal concentrations or maximum acceptable pathogen concentrations shall be
designated by the appropriate State or Federal jurisdiction for another use, including
disposal, additional processing, or other use. The maximum acceptable metal
concentrations are presented in Table 3. All tests for metal concentrations are conducted at
a certified lab.
The density of fecal coliform in the stabilized compost is less than 1,000 Most Probable
Number (MPN) per gram of total solids on a dry weight basis, or the density of Salmonella
bacteria in the stabilized compost is less than 3 MPN per 4 grams of total solids on a dry
weight basis.
3.5.7 Compliance Monitoring Program
Forward follows a compliance monitoring program as required by 14 CCR, Section 17868.1
for composting facilities, as discussed in Section 2.2.
3.6 Compost Facility Controls
Forward does not plan to locate the Compost Facility on a closed landfill. Forward operates
a landfill on land north of the South Fork of South Littlejohn's Creek. However, it should be
noted that the Composting Facility is located on an area that is permitted for future WMUs.
Composting operations will cease once Forward begins refuse fill development in this area.
3.6.1 Vector and Bird Control
Due to the innocuous nature of compost compared to refuse, rodents, birds, and other
vectors are not currently, and are not expected to be in the future, a problem at the Compost
Facility. The operations management is responsible for maintaining effective vector control
and has and will continue to implement a Vector Control Plan as discussed in this section
and Appendix E. Forward Inc. institutes measures to control or prevent the propagation,
harborage and attraction of flies, rodents or other vectors and animals, and to minimize bird
attraction. The Site Manager at the facility performs a vector inspection on a daily basis for
signs of any vectors.
Housekeeping. The primary deterrent in eliminating the potential for vectors is through
implementation of effective operating procedures. Materials brought to the facility are
handled at the designated unloading areas.
