ti <br /> MEETINGS OF SAN JOAQUIN COUNTY ENVIRONMENTAL HEALTH <br /> DEPARTMENT SOLID WASTE HEARING PANEL (EHD-SWHP <br /> I. MEETINGS OF THE HEARING PANEL <br /> A. MEETINGS. The meetings of the hearing panel shall be held at such location as <br /> to be announced. <br /> B. MEETINGS TO BE OPEN AND PUBLIC. All meetings of the EHD-SWHP <br /> shall be open to the public, and all persons shall be permitted to attend any <br /> meeting of the EHD-SWHP. <br /> H. OFFICERS OF THE BOARD <br /> A. CHAIRPERSON. The chairperson shall preside at all meetings of the <br /> EHD-SWHP, and shall have all the powers and duties conferred upon him by law. <br /> III. ORDER OF BUSINESS <br /> A. QUORUM. Two (2) members of the Panel shall constitute a quorum for the <br /> transaction of business. Any action of the Panel shall require the concurrence of <br /> not less than two (2) members. <br /> B. MOTIONS. The acts of the Panel shall be expressed by motion. No motion <br /> shall have any validity or effect unless passed by the affirmative votes of a <br /> majority of the members of the Panel, two (2) members. <br /> C. ORDER OF BUSINESS. At any meeting of the EHD-SWHP, the following <br /> shall be the order of business: <br /> 1. Meeting to order <br /> 2. Flag salute <br /> 3. Roll call <br /> 4. Agenda <br /> 5. Staff Report <br /> 6. Open to Public Comment <br /> 7. Close of Public Comment <br /> 8. Hearing Panel Discussion <br /> 9. Roll call vote <br /> 10. Discussion of appeal process <br /> 11. Meeting adjournment <br /> D. MANNER OF VOTING. The voting on resolutions and motions shall be by roll <br /> call, and the ayes and notes, members present, and those not voting shall be <br /> entered upon the minutes of the meeting. <br />
