Musco Family Olive Com y - 2 - 25 June 2015 <br /> Pond A Clean Closure Work Plan <br /> contaminated materials, the discharger demonstrates that removal of all remaining <br /> contamination is infeasible, the surface impoundment shall be closed as a landfill or land <br /> treatment unit, as appropriate, pursuant to ¶(b)(2). <br /> According to this plan, Musco is proposing to conduct the following in support of clean closure: <br /> • Evaporate liquids until September 2016, <br /> • Remove sludge, precipitates, settled solids, <br /> • Remove primary synthetic liner, <br /> • Inspect drainage layer and secondary clay liner for staining, discoloration, and <br /> precipitation of pond solids, <br /> • Wash primary synthetic liner and LDS piping (drainage layer) and recycle offsite <br /> • Wash and remove LDS sand (drainage layer), <br /> • Collect soil samples from secondary clay liner in accordance with proposed sampling <br /> plan section 4.0 of closure plan, <br /> • Excavation of a few inches of clay liner along the discharge laterals. <br /> Based on staff's review, this plan does not propose to remove all the components of the Pond A <br /> liner system. The plan also does not propose to conduct soil sampling of the underlying native <br /> material and it does not discuss what procedures will be performed to support clean closure if <br /> the clay liner is found to be in a degraded condition. <br /> Therefore, by 28 July 2015, the Final Closure Plan must be revised to incorporate the concerns <br /> discussed above. Furthermore, Musco shall also describe in the revised plan how they propose <br /> to perform the washing of the primary liner, and LDS sand, and collect the wash water.
