sedimentary deposits of the Tulare and Laguna formations. The other one third (eastern) is <br /> situated on Pleistocene nonmarine sediments. Surface soils are of the Ambrose Clay Formation <br /> (Calla-Carbona Complex, Carbona Clay Loam) consisting of dark brown or dark grayish-brown <br /> strongly developed secondary material from sandstones, shales, and other sedimentary rocks and <br /> tend to have low permeability rates. The nearest active Holocene fault is the Greenville Fault, <br /> which is 4.5 miles away. <br /> 2.4 GROUND WATER <br /> 1 . The beneficial uses of ground water beneath the facility are municipal and domestic supply, <br /> agricultural irrigation, stock watering, industrial process supply, and industrial service supply. <br /> 2. Five existing production water wells downgradient of the site were sampled on 22 November <br /> 1985. The wells are dispersed approximately 3000-5000 feet from the facility and were drilled to <br /> depths ranging from 193 to 607 feet. The Musco Olive#1 and W2 (on-site shallow well) were <br /> also sampled for background water quality. Accumulative results of sampling showed a mean and <br /> standard deviation for TDS of 1219 mg/L and 363 mg/L, respectively. Chloride results showed <br /> the mean at 211 mg/L and standard deviation of 130 mg/L. Other parameters/constituents of <br /> concern include sulfate, nitrate, iron, manganese, and electrical conductivity. <br /> 3. The Musco Olive#1 production well encountered artesian water at 250 feet bgs with a static head <br /> at 50 feet bgs. Based on a single sampling event in February 1996, water quality for this well <br /> showed chloride (514 mg/L), sulfate (400 mg/L), sodium (477 mg/L), total dissolved solids <br /> (1,434 mg/L), electrical conductivity (2240µmhos/cm), and a pH of 7.8. This well will be <br /> monitored for background water quality. <br /> 2.5 FLORA AND FAUNA <br /> 1. The project site is covered by annual grasses, typically used for grazing. This grassland supports <br /> a variety of mammal, reptile, and bird species. <br /> 2. Of major concern is the fact that the project site lies within the San Joaquin kit fox (vulpes <br /> macrotis mutica)range. The kit fox has been declared an endangered species by the United States <br /> Department of the Interior and a rare species by the California Fish and Game Commission. <br /> 3. The large flowered fiddleneck, Amsinckia grandiflora, is also located within the general area. <br /> This plant species is listed by the State as rare, and is under review by the United States <br /> Department of Interior to be added to their endangered species list. Other rare, but not endangered <br /> species which have been located in the area include Showy Indian Clover(Trifolium amoenum), <br /> Buckwheat(Eriogonum truncatum), and Alkau pod (Tropidocarpum capparideum). <br /> 3.0 PROJECT DESCRIPTION <br /> 3.1 PURPOSE AND NEED <br /> 1. Musco Olive proposes to expand wastewater reclamation disposal areas from 4.5 acres to 200 <br /> acres, as shown on Attachment B.The reclaimed water will be used for irrigation of crops selected <br /> to uptake the discharged water. The typical existing flow is 200,000 gpd and is proposed to <br /> increase to 500,000 gpd(0.2 to 0.5 mgd) as the olive processing factory expands.The quality of <br /> the irrigation water does not change appreciably from the quality envisaged under the original EIR <br /> or approved under the WDRs for the existing land application project. <br /> -3- <br />
