Fish and Game (Region 2, Rancho Cordova, Environmental Services) for assistance in
determining appropriate measures, if applicable, to alleviate the issue.
IX. HAZARDS. Would the proposal involve:
a) A risk of accidental explosion or release of hazardous substances(including, but not
limited to: oil, pesticides, chemicals or radiation)?
Normal agricultural practices handle fuels and pesticides. Although the operator will
undertake all precautions against such a release, an accident could result in a release. Any
such releases would cleaned up in accordance with regulations which govern the activity.
Because the site is fairly remote from the general public and the quantity of chemicals
handled in an agricultural operation rather minimal, an off-site impact of such a release is not
considered feasible.
b) Possible interference with an emergency response plan or emergency evacuation plan?
The Lawrence Radiation Laboratory has operations about one mile from the site. According
to the USGS Map, there are dirt roads contiguous with the laboratory's property which go
through the Musco Olive property. Musco is not aware of any plan to use these roads as
part of the emergency response or emergency evacuation of the Lawrence Radiation
Laboratory property.
X. NOISE. Would the proposal result in:
a) Increases in existing noise levels?
The equipment used in preparing and irrigating the land will result in more noise in the
immediate area. However, this noise will not be noticeable off-site because of the
background noise generated by the olive plant operations and the adjoining Interstate 580.
b) Exposure of people to severe noise levels?
Those workers who operate the equipment used in preparing the land will wear the
appropriate hearing protection for the noise level of the equipment.
XI. PUBLIC SERVICES. Would the proposal have an effect upon, or result in a need for new
or altered government services in any of the following area:
a) Fire protection?
Although the project entails the storage of mulch, the contractor is required to monitor the
temperature of the mulch pile and preclude the development of fires by adjusting the
moisture and temperature of the mulch pile appropriately.
d) Maintenance of public facilities, including roads?
Mulch is periodically delivered to the facility by approximately 5 to 10 trucks per day. This
increment of truck traffic is less than significant with regards to the average traffic that
utilizes Interstate 580.
-16-
