WRCE, Title 27 Permitting and Mining <br /> ACCOMPANIED BY: Dennis Leikam, Environmental Manager, Musco Family Olive Company <br /> OBSERVATIONS AND COMMENTS: <br /> The purpose of the inspection was to observe the Leachate Collection and Recovery System (LCRS)test in <br /> Pond C that will be performed annually to determine the operating condition of the LCRS (e.g., whether the <br /> LCRS is increasingly clogging due to obstructions that may form over time due to leachate constituents or <br /> biological factors). Photographs 1 through 14 are attached to this inspection report (Attachment 1). It should <br /> be noted that the time stamp on the photographs are one hour ahead of the actual time the photograph was <br /> taken due to the camera time stamp not being adjusted to account for the daylight savings time (DST) shift <br /> on 2 November 2014. <br /> 1. Background: <br /> The Discharger has recently completed construction of two new Class 11 surface impoundments (Pond C <br /> and Pond D) as replacement storage and evaporative capacity for Pond A which is being taken out of <br /> service due to a failed leachate collection and removal system.(LCRS). Title 27 section 20340(d) requires <br /> that the LCRS be tested annually such that the results of the test may be compared with earlier test results <br /> to determine whether the LCRS continues to function as intended. <br /> 2. Site Inspection: <br /> The weather was sunny and dry when I arrived at the Musco Family Olive Company, Tracy Plant at around <br /> 8:05 AM and was met by Mr. Dennis Leikam, Environmental Manager for the facility. The Discharger <br /> planned to perform LCRS testing on Pond C. We drove to the site where the test setup was being <br /> prepared. The test setup involved draining a tank of water holding about 1000-gallons through a metered <br /> line to the LCRS injection port located on the southwest side of Pond C. If necessary, additional 1000- <br /> gallon tanks would be added to the test to provide additional water. <br /> During the test setup I was shown the LCRS Sump Pump Control Panel (Photo#1)where any liquid within <br /> the LCRS sump is pumped out and recorded on a totalizing flow meter.
