CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> MUSCO OLIVE PRODUCTS, INC. <br /> AND <br /> THE STUDLEY COMPANY <br /> WASTEWATER DISCHARGE TO LAND <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (hereafter <br /> Board) finds that: <br /> 1. Musco Olive Products (hereafter Discharger) operates an olive packing plant on property <br /> leased from the Studley Company. The Discharger submitted a Report of Waste <br /> Discharge dated 16 August 1995. <br /> 2. The facility was previously regulated by Waste Discharge Requirements (WDR) Order <br /> No. 87-132. <br /> 3. The 320-acre facility is comprised of Assessor's Parcel Number 251-3200-08. The <br /> facility is near Interstate 5 and Patterson Pass Road, near Tracy, as shown on <br /> Attachment A, which is incorporated herein and made part of this Order. The reclamation Q <br /> area is in the NE 1/4 of Section 4, T3S, R4E, and the SW 1/4 of Section 34, T2S, R4E, <br /> MDB&M. <br /> 4. The Discharger proposes to expand wastewater reclamation disposal areas from 4.5 acres <br /> to 200 acres for land application of olive process production water, as shown on <br /> Attachment B, which is incorporated herein and made part of this Order. <br /> 5. The reclaimed water will be used for irrigation of crops selected to uptake the discharged <br /> water. The application rate specified in Order No. 87-132 was 10.000 gallons per day <br /> (gpd). The typical existing flow is 200,000 gpd and is proposed to increase to 500,000 <br /> gpd as the olive processing factory expands. <br /> 6. Ultimately,200 acres of the site will be soil amended via mulch and/or compost. <br /> Approximately 6 inches of material will be incorporated into row crop areas; for 40 acres, <br /> this amounts to 32,000 cubic yards of compost and related soil amendment materials. For <br /> 160 acres of improved grazing land area at ultimately the sample application rate, this <br /> amounts to 128,000 cubic yards of compost and related soil amendment materials. This <br /> equates to a total of 168,000 cubic yards of soil amendment. <br /> 7. The Discharger currently uses mulch produced on-site as a soil amendment to the <br /> reclamation areas. Because of the ultimate need for larger quantities of soil amendment <br /> material, the Discharger proposes to contract the operation of a composting facility on-site. <br /> This soil amendment material will be "green waste" which is processed into compost. The <br /> compost will be incorporated into the soil as a soil amendment to grow crops and enhance <br /> infiltration of wastewater. All materials will be used on-site as part of the Discharger's <br /> agricultural operations. An area covering approximately 10 acres will be provided by the <br /> Discharger for storage and treatment of the green waste. <br />
