J <br /> WASTEWATER RECLAMATION REQUIREMENTS 4 <br /> MUSCO OLIVE PRODUCTS, INC. AND <br /> THE STUDLEY COMPANY <br /> WASTEWATER DISCHARGE TO LAND <br /> SAN JOAQUIN COUNTY <br /> c. The temperature of the storage piles will not exceed 160° F for the duration of the <br /> storage. <br /> d. Mulch will be stored as long as necessary. <br /> e. The piles will be periodically checked for aerobic conditions. Piles will be turned as <br /> often as necessary to maintain aerobic conditions. <br /> f. If water is necessary to control temperature or aerobic conditions, the contractor will <br /> add water in that amount. The factory irrigation water may be used for that purpose. <br /> g. The mulch will be added to the soil on a daily basis, weather permitting. If the <br /> weather precludes mulch addition, then the mulch will be stockpiled on-site in a <br /> manner which prevents nuisance conditions from developing and which does not <br /> allow for temperatures to increase excessively in the stockpile. <br /> CEQA and Other Considerations <br /> 23. The Board adopted a negative declaration for the land discharge of production waste water <br /> as spray irrigation on 200 acres on in accordance with the California <br /> Environmental Quality Act(Public Resources Code Section 21000, et seq.) and the State <br /> CEQA Guidelines. The Board finds this project will not have an adverse effect on the <br /> environment. <br /> 24. This Order implements: <br /> a. the Water Quality Control Plan, Third Edition, for the Sacramento River Basin and <br /> the San Joaquin River Basin, and <br /> b. the prescriptive standards and performance goals of Chapter 15, effective November <br /> 1984, and subsequent revisions. <br /> Procedural Requirements <br /> 25. All local agencies with jurisdiction to regulate land use, solid waste disposal, air pollution, <br /> and to protect public health have approved the use of this site for the discharges of waste <br /> to land stated herein. <br /> 26. The Board has notified the Discharger and Interested agencies and persons of its intention <br /> to revise the WDRs for this facility. <br /> 27. In a public hearing,the Board heard and considered all comments pertaining to this facility <br /> and discharge. <br /> IT IS HEREBY ORDERED that Order No. 87-132 is rescinded, and it is further ordered that <br /> Musco Olive Corporation and the Studley Company, and its agents, assigns, and successors, <br /> in order to meet the provisions of Division 7 of the California Water Code and the regulations <br /> adopted thereunder, shall comply with the following: <br />
