WASTEWATER RECLAMATION REQUIREMENTS 3 <br /> MUSCO OLIVE PRODUCTS, INC. AND <br /> THE STUDLEY COMPANY <br /> WASTEWATER DISCHARGE TO LAND <br /> SAN JOAQUIN COUNTY <br /> 16. The beneficial uses of surface waters are domestic, municipal, agricultural, and industrial <br /> supply; ground water recharge; recreation; esthetic enjoyment; navigation; fresh water <br /> replenishment; and preservation and enhancement of fish, wildlife and other aquatic <br /> resources. <br /> Discharge to Land Operations <br /> 17. The waste water will be spray irrigated to field crops at a rate of 48 inches per year. The <br /> expected infiltration rate is 0.5 inches per hour and the soil storage capacity is estimated at <br /> 2 inches. The Discharger proposes a maximum application rate of 0.5 inches per <br /> application with a 3 day resting period between applications and precipitation events. The <br /> Discharger proposes field testing to monitor the application rates in order to prevent <br /> surface runoff. Irrigation will be limited to those times when it is not raining. <br /> 18. Maximum daily flows occur between the months of October and July. The discharger <br /> proposes to pump production wastewater to a holding pond prior to irrigation. The <br /> holding pond can hold up to two days of factory water flow. <br /> 19. The reclaimed water proposed for discharge has the following characteristics (average): <br /> Constituent Waste Water Loading Rate I <br /> Total Dissolved Solids (TDS) 1280 mg/L 20 lbs/acre/day <br /> Sodium 456 mg/L 9 lbs/acre/day <br /> Chloride 228 mg/L 51bs/acre/day <br /> BOD 2000 mg/L 100 lbs/acre/day <br /> Nitrogen 1 mg/L 10 lbs/acre/year <br /> Conductivity 2500µmhos/cm --- <br /> 1Based on an application rate of 500,000 gpd <br /> 20. The salt accumulation rate to the top one foot of soil is approximately 0.2% per year at the <br /> 500,000 gpd application rate. <br /> Composting Operations <br /> 21. The Discharger proposes to contract an operator to produce at least 30,000 tons (240,000 <br /> cubic yards) annually of finished "green waste" for at least 5 years. "Green waste" <br /> consists of or contains waste from plants, including leaves,clippings, cuttings, <br /> trimmings, of grass, weeds, shrubbery, bushes, or trees, residential or community garden <br /> wastes, and untreated wood wastes. The Discharger proposes to provide yard space, <br /> nominally 10 acres, on its property on which the contractor is to operate. <br /> 22. The following mulch yard operations are proposed: <br /> a. All mulch will be stored in piles from 5 to 10 feet high. <br /> b. The moisture content of the storage piles will not exceed 60% of the holding capacity. <br />
